This session is designed specifically for electric cooperatives to review the accounting process for construction and retirement of utility plant from the work order stage to unitization. This will include the audit perspective of this process along with industry trends and common mistakes to avoid. Kacey Gast, CPA, Audit Partner, Bolinger, Segars, Gilbert & Moss, L.L.P. will walk you through an overview of the work order accounting process, discuss the proper accounting treatment and classification of assets, and the significance of the correlation between materials, unitization, and standard costs.

Presenter and Moderator Bios

Presenter: Kacey Gast, CPA, Audit Partner, Bolinger, Segars, Gilbert & Moss, LLP

Kacey Gast, CPA is an audit partner with the accounting firm Bolinger, Segars, Gilbert & Moss, L.L.P. located in Lubbock, Texas. Kacey graduated Magna Cum Laude from Texas Tech University in 2006 with a Bachelor of Business Administration in Accounting along with a Master of Science in Accounting. Kacey joined Bolinger, Segars, Gilbert & Moss, L.L.P. in 2006 and obtained her CPA certificate from the Texas State Board of Public Accountancy in 2007 She became partner in 2017 and is the first female partner of BSGM.  She is active in the firm's audit practice with emphasis in electric cooperatives, Texas school districts, and not-for-profits. She is currently serving as a National Director of the National Society of Accountants for Cooperatives representing the Electric Cooperative Chapter.  Kacey is also a member of other professional organizations including Texas Society of Certified Public Accountants, National Society of Accountants for Cooperatives, and American Institute of Certified Public Accountants.

Moderator: Wayne Sine, CPA, MBA, Education Director, National Society of Accountants for Cooperatives

After retiring as Tax Director of a regional supply cooperative on the East Coast, Wayne Sine was asked to serve as Education Director for NSAC. As an active and long-term member of NSAC, Wayne previously served as Chair of NSAC’s Tax Committee, President of the Atlantic Chapter, and was a recipient of NSAC’s Silver Bowl Award. In addition to his work with NSAC, Wayne has also served on the Legal, Tax, and Accounting (LTA) Committee of the National Council of Farmer Cooperatives, Chaired the Tax Committees for both the Virginia Chamber of Commerce and the Virginia Manufacturers Association, served on the Tax Policy Committee of the Virginia Society of CPAs, and served as Region Vice President for Tax Executives Institute.
