Course Description

Presenter and Moderator Bios
Presenter: Bill Riley, Witt O'Brien's
Bill Riley is Witt O?Brien?s Managing Director responsible for oversight and management of disaster field operations, and client contract and relationship management. Mr. Riley is in the forefront of resolving FEMA eligibility issues affecting rural electric cooperatives and municipal utilities. He served as a member of the team that drafted the successful Iowa Rural Electric Cooperative reconductoring appeals, and is a frequent presenter of FEMA Public Assistance program issues at meetings, conferences and conventions sponsored by the National Rural Electric Cooperative Association and the American Public Power Association. Bill was one of the principal developers of the NRECA?s FEMA Procurement Toolkit. Bill managed Hurricane Sandy recovery efforts in New York, New Jersey, and Connecticut for Witt O?Brien?s. He also served as the Project Manager for the University of Texas Medical Branch at Galveston (UTMB) and the cities of Houston and Galveston?s recovery efforts from Hurricane Ike. He worked as the Project Manager for Witt O?Brien?s and oversaw the Vermont State Hospital?s recovery from Tropical Storm Irene. He has managed client projects in Arkansas, Indiana, Iowa, Rhode Island, and Virginia, and took a leading position in the resolution of eligibility issues related to the FEMA PA Program and the Sandy Recovery Improvement Act (SRIA). Prior to joining Witt O?Brien?s, Bill served at FEMA as Senior Advisor to the Federal Coordinating Officer at the sites of presidentially declared disasters in the US and its territories. He was an authoritative spokesperson on all operational, program, and policy issues at the scene of major disasters. He served as the national and international media liaison for the FEMA Urban Search and Rescue Task Forces at Ground Zero following the terrorist attacks of September 11, 2001.

Delivery System
- All programs are delivered using the Zoom platform.
- Confirmations will include log-in instructions.
- Participants are able to participate using any device with an Internet connect (if the device does not have speakers, the participant can also dial-in) or they can participate with audio only by dialing in.
- All registrants will receive a link to the CLN’s recording by email within 48 business hours of event’s conclusion.
- There will be assistance available to help with technical and connectivity issues up to 10 minutes prior to the start of the presentation.
Registration
All registration is done on-line and each guest must provide their name and email address to participate. All NSAC members may register for free. Non-members may register for a nominal fee.
Refund Policy
NSAC will not issue refunds for CLNs. If a registrant is unable to participate in the CLN and provides notification to info@nsacoop.org 48 hours prior to the session, a credit will be provided for a future CLN. Alert the NSAC staff member monitoring the CLN if technical difficulties are encountered and technical support will be provided to eliminate problems with future CLNs.
Additional Information
Live participation is required for CPE credit and polling questions must be answered to document your active participation. All registrants will receive an email following the session with links to the slides and/or handouts, and a link to the CLN recording (unless otherwise stated). If you are unable to participate in the live session, you can still watch the recorded session, but you will not be eligible for CPE credits. Those eligible for credits will receive their certificate by email with 7 business days.
