Julia Pollak is Chief Economist at ZipRecruiter, a leading online employment marketplace that uses AI-driven smart matching technology to connect millions of businesses and job seekers. She uses data from the ZipRecruiter marketplace to measure the health of the labor market, identify hiring trends, and help employers and job seekers prepare for the future of work. Her research is frequently cited in leading national outlets, like the New York Times, Wall Street Journal, and NPR. She is also a contributor to Barron’s and a member of the Forbes Human Resources Council.

Prior to working at ZipRecruiter, Julia was an Assistant Policy Analyst at the RAND Corporation and an adjunct economics instructor at Pepperdine University.

Julia holds a B.A. in economics from Harvard and an M.Phil. in policy analysis from Pardee RAND Graduate School. She was a drilling reservist in the U.S. Navy from 2011 to 2022.

Jerry Maginnis, CPA

Jerry Maginnis is a seasoned executive with broad and deep business and leadership experience including serving as the Office Managing Partner for KPMG's 1,100 person Philadelphia office for 8 years. He previously led KPMG's Pennsylvania audit practice for 5 years. Jerry is currently serving as a Board Member and Audit Committee Chair for Cohen & Steers Mutual Funds and as an Executive in Residence at Rowan University in Southern New Jersey. Jerry also serves as a board member and audit committee chair for inTEST Corporation, a publicly traded Technology Company (NYSE, INTT) and as a senior advisor to the CEO and leadership team of Centri Business Consulting, LLC (Centri). Jerry is the author of "Advice for a Successful Career in the Accounting Profession, How to Make Your Assets Greatly Exceed Your Liabilities", published by Wiley and released nationally in October of 2021. The book is available on Amazon and Wiley's websites and various retail locations in the U.S. and Canada, including selected Barnes & Noble stores. Jerry is also a past president of the Pennsylvania Institute of Certified Public Accountants (PICPA), a 22,000 member association. He is also a member of the board of directors of the Faith in the Future Foundation and serves as the board chair of the PICPA Foundation. Jerry previously chaired the Rowan University Accounting Advisory Board and served on the board of trustees of Saint Joseph’s Preparatory School, Gwynedd Mercy University, the PICPA and the Historical Society of Pennsylvania. He is also a past member of the CEO Council and the board of directors and executive committee of the Greater Philadelphia Chamber of Commerce and the board of directors of the Union League of Philadelphia. David Walker

David Walker has over 40 years of award-winning domestic and international leadership experience in the public, private and non-profit sectors. Dave is a former practicing CPA, a strategic advisor to top government officials, and the immediate former Comptroller General of the United States. Most recently, he was a Distinguished Visiting Professor at the U.S. Naval Academy.

Dave is a speaker and best-selling author of the book entitled America in 2040: Still A Superpower was published in October 2020 and updated in February 2022.

Previously, Dave earned three presidential appointments with unanimous Senate confirmation from Reagan, Bush, and Clinton with the last being his appointment as Comptroller General of the U.S. and head of the U.S. Government Accountability Office (GAO) for a total of 15 years of federal service. Dave also has over 20 years of private sector experience, including approximately 10 years as a Partner and Global Managing Director of Human Capital Services for Arthur Andersen LLP.

Dave currently serves on various boards and advisory groups. He is a member of the Board of Directors for the Committee for a Responsible Federal Budget, the Center for the Study of the Presidency and the Congress, and the Public Accounting Oversight Board. He is Chairman of the Board of Directors of the Government Transformation Initiative and Co-Chair of the Institute of Medicine’s End of Life Panel. He is an Advisory Committee member for the Peterson Foundation and the Institute for Truth In Accounting, and a member of the Advisory Board of The Can Kicks Back. He is a national co-founder of No Labels. He is also a member of the Accounting Hall of Fame, the Trilateral Commission, the National Academy of Public Administration, the National Academy of Social Insurance, the Association of Government Accountants (AGA), and the Sons of the American Revolution. He previously served as Chairman of the United Nations Independent Audit Advisory Committee and on the Boards of the International Association of Supreme Audit Institutions and the Partnership for Public Service.

Dave has won many international and domestic leadership awards. He has authored three books, is a frequent media commentator and is the subject of the critically acclaimed documentary I.O.U.S.A. He is also listed in the Who’s Who in the World and Who’s Who in America.

Dave holds a B.S. in accounting from Jacksonville University, a Senior Management in Government Certificate in public policy from Harvard University’s John F. Kennedy School of Government, and several honorary doctorate degrees. Dave currently resides in Bridgeport, CT with his wife Mary. They have one son and one daughter and three grandchildren.

NSAC will be hosting America's Fiscal Future & Silver Bowl Awards Luncheon at TFACC on Tuesday, July 25th featuring keynote speaker, David M. Walker, Former US Comptroller General, and honoring the 2023 Silver Bowl recipient, Bill Miller, Bolinger, Segars, Gilbert & Moss, LLP.

The Silver Bowl Award is the most prestigious and anticipated award that is bestowed upon a member of the cooperative industry profession. This recognition is awarded to an individual who has distinguished themselves over a substantial period of time by services that have enhanced, to an unusual degree, the image and operations of the cooperative accounting profession as a whole.
